One of his significant accomplishments was to open the stacks to all patrons, a policy which remains in place to this day. Parker and the Library Committee also adopted the Library of Congress classification system. The Elmer Ellis Library at the University of Missouri-Columbia stands at the physical center of the campus, at the dividing point between the old red-brick campus and the newer white campus.
